A Texas hospital is on the grill for using billboards in Mexico encouraging locals to come to the U.S. to have their babies (who would become U.S. citizens under the XIV Amendment, recently reinforced by the U.S. Supreme Court).

The hospital denies any wrongdoing, and birth tourism, as it is called, is a widespread phenomenon, and no one has precise national numbers. 

The U.S. territory of Saipan, does have numbers, and they are frightening. In recent years there have been more births to Chinese women than to American women on Saipan, and that has caused stress on facilities, according to government officials. 

These children can return to the U.S. as adults, no questions asked, least of all about their allegiance to the U.S.

As citizens, they are positioned to be anchors to bring family members to the U.S. Family members with no attachment to the U.S. and whose allegiance is open to question.

I believe citizenship is carried by blood, not soil. I believe the child should share the parents’ nationality. And most of the world agrees.

Even though I oppose birthright citizenship, I expected the Supreme Court to uphold it, because that’s what the text says. I don’t like it, but I accept it. As the Rolling Stones sang, you can’t always get what you want.

I accept it knowing the U.S. is among a large handful of nations that have birthright citizenship, almost none of them being advanced democracies.

One final point: In the current controversy, Texas Gov. Greg Abbott and President Donald J. Trump both have said U.S. citizenship “is not for sale.”

It should not be. But Trump himself put it on the auction block.

Remember the Trump Gold Card? 

For a $1 million “contribution,” and a $15,000 processing fee, you will receive U.S. residency in record time. To be fair, that is not “citizenship,” it is a green card. But the green card is the first step toward citizenship.

With an offer like that on the table, they should not be talking about “selling” America out.
